In addition to the incidence of water theft from storage units, as water prices increase (though not yet at a realistic level to prevent excessive usage) it is likely that 'theft' will occur through 'misrepresentation' of water quality. I can anticipate that opportunistic people in the water supply field will begin passing off lower grade water for water of a slightly higher quality, thus increasing their charges to the customer. In the end this will be similar to petroleum companies who were 'mixing' cheaper additives to extend their fuel loads.
