To be able to Strategically Plan effectively we must aim to understand the core elements of the system to identify what ought be changed or assess what is really happening in the system we are dealing with. The following document aims to identify the differing kinds of barriers that different types of Disadvantaged Job Seekers face and what needs to be addressed. What is clear from this mapping exercise is that there is absolutely NO WAY an agency or Government can take a 'one size fits all' approach.
